Created in 2002, the Lebanese Center for Energy Conservation (LCEC) started as a project financed by the Global Environment Facility (GEF) and the Ministry of Energy Water (MEW) under the management of the United Nations Development Programme (UNDP).
Today, the LCEC is the national energy agency for Lebanon. LCEC is an independent organization affiliated to the Lebanese Ministry of Energy and Water.
The mission of LCEC is to reduce greenhouse gas emissions in Lebanon. LCEC is specialized in the promotion and development of Energy Efficiency (EE), Renewable Energy (RE) and green buildings in Lebanon, in addition to the application and implementation of national projects in the mentioned sectors.
LCEC plays its role as the National Energy Agency for Lebanon, with expanded responsibilities and tasks with major energy-related entities in Lebanon, namely: Ministry of Energy and Water, Ministry of Finance, Ministry of Environment, Central Bank of Lebanon (BDL), Ministry of Industry, Industrial Research Institute (IRI), Lebanese Norms Institute (LIBNOR), Order of Engineers and Architects (OEA), and many others. In addition, LCEC is the national focal points for many regional and international parties, namely: International Renewable Energy Agency (IRENA), League of Arab States (LAS), Regional Center for Renewable Energy and Energy Efficiency (RCREEE), the EU-funded projects MED-EMIP and MED-ENEC, Paving the Way for the Mediterranean Solar Plan (PWMSP), the Secretariat for the Union for the Mediterranean (UfM), and many others. LCEC played a positive role in the development of the National Energy Efficiency and Renewable Energy Action (NEEREA), a joint initiative between the Central Bank of Lebanon (BDL) and the Ministry of Energy and Water (MEW) that offers financial incentives for banks that finance companies investing in EE and RE. The BDL has chosen LCEC to provide the technical assistance needed to evaluate the technical eligibility of loans submitted through the NEEREA by SME’s willing to invest in energy efficiency and renewable energy through Lebanese commercial banks.
